MANIFESTO CIVIC VIRTUE: MEMBANGUN RESILIENSI MASYARAKAT TERHADAP ECHO CHAMBER DI ERA POST-TRUTH

Abstract

This paper aims to analyze the impact of the echo chamber phenomenon in the post-truth era on 
the quality of democracy and social cohesion in Indonesia, as well as to formulate the concept of the civic 
virtue manifesto as a normative strategy in building community resilience. This study employs a 
combined approach of a quantitative survey involving 102 respondents and qualitative interviews with 
an ASN officer of the Ministry of Immigration and Corrections (Kemenimipas). The analysis reveals 
that the dominance of digital platforms, low information verification skills, and information overload 
have triggered widespread disinformation and hoaxes that weaken critical reasoning and damage public 
trust. As a solution, the internalization of Pancasila values and the development of civic virtue—
including through rehabilitation programs and digital ethics in correctional facilities—serve as an 
essential foundation to strengthen citizens' moral resilience, safeguard national integration, and 
maintain the quality of democracy amidst misleading digital information flows.
